NEW LONDON, Conn. — Dr. Richard Shultz, a leading security scholar from Tufts University, is scheduled to address cadets during a luncheon at noon Thursday in the Officer's Club at the U.S. Coast Guard Academy here.

Shultz, the U.S. Coast Guard Academy's 2011 Elenchus Fellow, will challenge cadets and faculty by considering how traditional warfare is being replaced by a new form of warfare. Using his pivotal study for the Pentagon as well as his recent research on how best to understand non-state armed groups, Shultz will discuss the nuances of the new "security threats" and how best to address them.

Shultz has served as director of the International Security Studies Program at the Fletcher School since 1988. He holds a doctorate from Miami University and regularly teaches graduate courses on counterterrorism, the evolution of military doctrine and the changing roles and missions of the U.S. armed forces.
